James Carlini is President of Carlini & Associates, Inc., a strategic international management consulting firm in Hinsdale and East Dundee, Illinois, that provides executive advising and expert witness services in both civil and federal court for major organizations on technology procurement, network infrastructure and mission critical networks as well as due diligence for corporate capitalizations and venture funding. He has also testified at several public utilities commission hearings and has appeared on television to discuss topics including municipal broadband initiatives (cable, wireless and fiber optics) for global economic competitiveness, Network Security, E911, stock exchange reliability issues, Intelligent Buildings, and the impact of the Sarbanes-Oxley Act. Mr. Carlini is an elected official and serves on the Fox Valley Regional Cable Commission that reviews and maintains the franchise agreement with COMCAST for eight communities as well as being a Village Trustee of East Dundee, Illinois. He successfully negotiated a contract with CINGULAR for a cellular antenna lease as a revenue generator for that municipality. He has spoken on municipal broadband issues as well as the economic viability of new network infrastructures and wireless services. He spoke at the 2006 Infrastructure Council of the Illinois Chamber of Commerce on the Technology Infrastructure of Illinois. He also updated the old real estate adage of “Location, Location, Location” to “Location, Location, Connectivity” in an article on where to locate your business in the December 2004 issue of Business 2.0. He also spoke at the 2007 BICSI Conference in Orlando, Florida on "Measuring a Building' IQ, a 20 year old Concept Comes Full Circle". He pioneered the concept of Measuring Building Intelligence in 1985 and wrote a chapter in Johnson Controls' Intelligent Building Sourcebook, published 1988 by Prentice-Hall. He has also appeared in investigative reports for both FOX and CBS News on Wireless Network Security and E911 as well as in front of the Wichita Crime Commission on ATM crimes. His experience includes being Consultant to the Mayor’s Office for the preliminary and conceptual design of the City of Chicago’s 911 Center (which has been ranked #1 in the country by the Homeland Security Agency) as well as advising the Chicago Mercantile Exchange, Sanwa Bank, AT&T, SPRINT, JVC, GLOBEX, DuPage National Technology Park (an 800-acre development), DuPage Airport Authority and other organizations with mission critical networks, call centers and large developments. He has reviewed major contracts as well as negotiated multi-million dollar procurements of equipment and services.
